Allegheny County is considering a mandate requiring covered employers to provide up to 12 weeks of paid parental leave. While we support the goal of helping working families, Medicaid home care providers operate under government-set reimbursement rates that do not increase when new employment costs are mandated - creating an unfunded cost that could put additional pressure on worker wages and access to care.
